I recently purchased this new pair of fins, i've used it only twice because im stil not comfortable wearing them. They're really hurting my ankles do you think the scuba diving equipment (fins) has the problem? or is it just me and the techniques i've been using?

You didn't say how they are hurting you. Are the straps too tight?, too small?

Seems to me that you're putting too much effort when kicking. Anyway, try out & rent different types of diving fins, such as split fins, etc. to see if you'll like them or if they'll even hurt ur ankles.
I use lighter & shorter fins, they're great for different water types & for several diving equipment configurations.

Since those fins are still new, give it some time first, eventually they'll get better. Get conditioned with those fins. Other ways i could think of are, first, do not kick too much. you're not racing with anybody anyway Do not go for split fins (they personally didn't work for me).. But in reality, you should always go for fins that will get along with the type of diving you're into..

There might not be a problem with your diving techniques.. It is but normal for ur ankles to hurt since kicking is the primary physical activity you do when you're down there and diving. it's only a matter of choosing the right fins for you. But as of the moment, you can still use those scuba diving flippers. Since the're still new, try to wear socks inside so u won't get blisters or anything. Most divers do that too.

At the risk of sounding stupid...which sometimes I am...did you make sure you took the inserts out? I'm honestly not trying to be a smart arse. Sometimes it's just overlooked. Or try some nice booties as previously suggested.

I could be because of anything, there are so many factors that cause problems with ur diving fins. for example, ur not used to taking long swims or u're overweight or you're out of shape for diving, etc... what u can do is take other fitness activities like walking, swimming, yoga, etc.. All in all, just staty in shape for diving..
